Why do indivduals throw their bags of garbabe along side the road?

I have noticed especially on back roads, or dirt roads people seem to have a really bad habit of dumping their garbage. Don't thet realize, people live on these roads too? People who live on dirt roads, don't want your disposable items left on their property. Take your garbage to the dump. It cost 3 dollars a bag, and they will get rid of it for you!
